| - | หวย จัดว่าเป็นการพนันเสี่ยงทายประเภทหนึ่ง เกิดขึ้นราวปี พ.ศ. 2375 ในสมัยรัชกาลที่ 3 ช่วงนั้นเป็นช่วงข้าวยากหมากแพง คนไม่ยอมนำเงินมาใช้ เอาเงินไปฝังไว้ในดิน ทางการจึงได้แก้ปัญหาเรื่องนี้ด้วยการตั้ง[[http://www.lottoasian.com|หวยซอง]] รัชกาลที่ 3 จึงโปรดเกล้าฯ ให้จีนหงตั้งโรงหวยขึ้นมาตั้งแต่บัดนั้น<br /><br />ระยะแรก หวย [http://www.lottoasian.com หวยซอง] จะเล่นอยู่ในกลุ่มชาวจีนเรียกว่า "ฮวยหวย" (??) แปลว่า ชุมนุมดอกไม้ เพราะเริ่มแรกเขียนตัวหวยเป็นรูปดอกไม้ ต่อมาจึงเปลี่ยนเป็นชื่อคนจีน โดยทำเป็นแผ่นป้ายเล็กๆ จำนวน 34 ป้าย แล้วเขียนชื่อของผู้มีชื่อเสียงในสมัยโบราณเอาไว้บนป้าย ให้แทงว่าจะออกเป็นชื่อใคร ถ้าทายถูกเจ้ามือจ่าย 30 ต่อหนึ่ง ต่อมาเมื่อการพนันแพร่ระบาดสู่สังคมไทย จึงได้มีการออกหวยที่เป็นอักษรไทย (ซึ่งใช้ตัวอักษร 36 ตัวเท่านั้น) จึงมีชื่อเรียกว่า "หวย ก ข" โดยโรงหวยเป็นของรัฐที่มีเอกชน เป็นผู้ได้รับสัมปทานดำเนินการ ทั้งนี้นายอากรหวย ได้รับพระราชทานบรรดาศักดิ์เป็น "ขุนบาล" หรือ "ขุนบาน" โดยรายได้จากอากรหวยมีเป็นจำนวนมาก และได้กลายเป็นรายได้ที่สำคัญของรัฐ<br /><br />ในรัชสมัยของรัชกาลที่ 5 ได้มีการออกล็อตเตอรีขึ้นเป็นครั้งแรก เพื่อหารายได้บำรุงการกุศล และได้มีการออกล็อตเตอรีในวาระพิเศษอีกหลายครั้ง โดยมีจุดมุ่งหมายเพื่อบำรุงสาธารณกุศล จนกระทั่งรัฐบาลภายหลังการเปลี่ยนแปลงการปกครอง ใน พ.ศ. 2475 ได้ให้มีการออกล็อตเตอรี่เป็นประจำ และในปี พ.ศ. 2482 ได้มีการจัดตั้งสำนักงานสลากกินแบ่งรัฐบาล ให้มีการออกล็อตเตอรี่เป็นประจำ การเล่นหวยจึงได้เปลี่ยนมาใช้เลขท้าย ของล็อตเตอรี่ เป็นการออกหวยแทนหวย ก ข แบบเดิมตั้งแต่นั้นมาจนถึงปัจจุบัน<br /><br />[http://www.lottoasian.com www.lottoasian.com]<br /> | + | ====== Nucleus CMS: Pure Publishing ====== |
